L’Saudi Arabia aims to create three new theme parks in Courdimanche, in the Cergy-Pontoise conurbation, replacing a historic leisure site: Mirapolis, the very first major French amusement park, closed since 1991. The idea would then be to convert this abandoned space into three brand-new theme parks, almost certainly inspired by the world of manga and notably the blockbuster story Dragon Ball.
Visit communiqué from the Elysée, dated August 25, 2026, confirms the’ambition from the Qiddiya investment company (a subsidiary of the Saudi sovereign wealth fund) to develop a large complex in Cergy-Pontoise including several parks, which will bring together «entertainment, leisure, hospitality, culture, and sport.» Hotels and «leisure experiences» are also planned, for a total amount of around 6 billion euros! One can imagine anything, such as a Formula 1 circuit, since that is what the same company has decided to install in a leisure complex near Riyadh, in his home country.
Saudi Arabia is investing massively in the entertainment sector to prepare for the post-oil era. In its press release of August 24, 2026, Qiddiya reiterated its ambition to expand its global presence. This is an opportunity to share its philosophy: the «Power of Play».
In the greater Paris region, the Val d'Oise is a dynamic area where certain major cities, such as Argenteuil, can reach the capital in 10 minutes by train. With over a million inhabitants, it is one of the most densely populated departments in France, offering numerous business parks, an international airport, open spaces such as the Vexin Regional Natural Park, and the Oise River. It is therefore an ideal playground for entertainment investors, on both a national and global scale. In the French capital, one can already find numerous luxury hotel establishments, the luxury hotels. Val d'Oise has very fine hotel complexes, but there is no doubt that new solutions will need to be built to accommodate the public for such a project.
In 1992, in another department of the outer suburbs, in Seine-et-Marne, the Disneyland Paris amusement park was established and has since attracted millions of visitors each year (more than 16 million visitors last year). Disneyland Paris is very easily reached by public transport via the RER A, which will be the same line connecting the Saudi three-theme-park project with the Cergy-le-Haut station located in its immediate vicinity. Note: the Pontoise airfield (managed by Aéroports de Paris, just like Roissy), is only a few minutes away by car from the future complex. The conditions therefore seem right to ensure the successful establishment of a new leisure area in Val-d'Oise.
This new project will complement the local offer with a’Cergy-Pontoise Leisure Island also very close. The Val-d'Oise is thus solidifying its position as an entertainment leader with a continuous increase in investment in new leisure offerings.
The Val d'Oise Development and Attractiveness Agency (CEEVO) promotes the multiple opportunities offered by its department for business establishment. It lists a significant number of companies already present locally. Throughout the department, the’Cergy-Pontoise conurbation holds a special place, with the CEEVO describing it as «a highly influential institutional and economic center, a true development hub for the northwestern Paris region.».
Out of the 12 municipalities that make up the agglomeration, there are no fewer than 3,500 businesses and 90,000 jobs. Among these companies, we find international players such as Louis Vuitton, Clarins, Sisley, and even Dassault Aviation.
The three new theme parks will therefore complete the’economic offer of the Cergy-Pontoise conurbation, since 22,000 potential new jobs were mentioned in the Qiddiya project.
The event industry's economic sector will undoubtedly know how to take advantage of this new leisure area in the Val d'Oise. The three theme parks will indeed be a new potential location for creation: offering shows, entertainment, or why not an original team building event for local businesses.
